Is Nonviolent Warfare Possible?

Just as it is possible to find substitutes for nuclear warfare, it is also possible to find substitutes for conventional warfare. These would involve several nations agreeing among themselves on alternate rules of warfare that do not require violence. The agreement would also specify mechanisms of enforcement, so that nations which "lose" a nonviolent war do not subsequently attempt to wage a violent war.

There are many ways of providing rules for nonviolent warfare, just as there are many ways of defining a board game, a sports game, or a video game. Accordingly, the real question is not, "Can this be done?" Rather, the important questions are "What is the best way of doing this?" and "How can nations be persuaded to agree?"
